The main objective is to develop a National Fisheries Inspection Manual for Panama, responding to needs identified with ARAP and MiAmbiente to harmonize inspection and supervision processes. This involves analyzing risks, evaluating existing tools, mapping the value chain, and creating standardized, risk-based procedures for inspections across various control points.
Requirements
The consultant must have extensive experience in government reporting, proven expertise in Panamanian fishing/maritime policies, and demonstrated experience in fisheries inspection, particularly risk-based inspection methods. Fluency in Spanish is mandatory, and the consultant must be capable of delivering clear policy recommendations and managing the project within 180 days.
